From the Minister

This paper was prepared by the Ministry for Culture and Heritage as the basis for advice to my predecessors, Hon Simon Upton and Hon Christine Fletcher.

I believe anyone with an interest in the cultural sector will find the paper’s discussion of the role of government in the sector to be interesting and informative. Although not necessarily reflecting the government’s view, the discussion usefully contributes to an important and ongoing debate – in respect of all sectors in which the government participates.

It is important, I believe, for us all to understand why government involves itself in certain activities in society and the economy. This understanding can help to shape and improve governmental policy and delivery of services. To this end, this paper is a welcome contribution and will, I have no doubt, help inform future policy work undertaken by the Ministry.
