Key Objectives and Priorities Performance Achieved
Improving Connections  
Development of a stakeholder management strategy. A permanent Media & Publications Adviser role was established; further detail regarding specific stakeholder liaison undertaken is on page 25.
Further implementation of a programme to enhance the Ministry's capacity to incorporate a Māori perspective in its work. The specific initiatives that were implemented are reported under the heading “Cultural Perspectives” on page 25.
Developing Strategic Advice  
Implementation of improved research input into policy development. In addition to increased activity on updating information as part of the cultural statistics programme, the Ministry initiated or contributed to a range of new research initiatives, including the exports of New Zealand published books; cultural sponsorship; and cultural tourism research as part of the New Zealand Tourism Strategy.
Enhancing Cultural Agency Governance
 
Development of improved processes and databases for identifying suitable candidates for board appointment, including:
  • delivery of an induction programme for all new appointees
  • All induction material was reviewed and updated and customised induction workshops were held for new board members. In the cases of the Broadcasting Standards Authority and Creative New Zealand, the entities requested that all board members participate.
  • completion of a skill needs analysis for each board, in consultation with chairs and board members.
  • Prior to the commencement of the 2004 appointments programme, entities were contacted to ascertain the relevant skills required and held, along with the gaps and ways that these could be addressed. A summary was included in the December 2003 briefing for Ministers in respect to entity appointments.
Advancing Key Projects  
Support for the passage of the New Zealand Symphony Orchestra and Radio New Zealand legislation currently before the House. Support was provided for the passage of the two Bills. The Radio New Zealand Amendment Act 2004 came into force on 1 July 2004, and the New Zealand Symphony Orchestra Act 2004 came into force on 6 April 2004.
Development of legislative proposals for amendments to the Antiquities Act 1975 and Historic Places Act 1993. Proposals were developed. Further information is reported under the relevant headings on page 8.
Presentation of report on TV violence to the Minister of Broadcasting. The report was presented in April 2004.
Development of advice on key issues and directions for public service broadcasting. Advice was developed. Specific details are reported under the headings ‘Broadcasting Policy Development', ‘Digital Television Policy' and ‘Digital Audio Broadcasting' on pages 11 and 12.
Development of key indicators for the cultural sector. An inter-departmental steering group was established to oversee the development of cultural indicators against a number of cultural outcomes. Draft indicators are under development and the project is scheduled for completion in November 2004.
Completion of the first theme for Te Ara, the online Encyclopedia of New Zealand. All of the entries for the first theme had been received and checked at year-end. Further information is reported under the relevant heading on page 17.
Completion of the Tomb of the Unknown Warrior. The project is on track for completion by 11 November 2004. Further information is reported in the feature story on page 20.
Completion and publication of significant works of history, including:  
  • History of the Vote
  • History of Treasury
  • Second World War Oral History Project: Interviews with veterans of the Italian campaign
  • History of the House of Representatives
  • Completed and published in August 2003.
  • Completed and published in September 2003.
  • Completed and published in April 2004.
  • Completed and published in May 2004. The online adaptation was launched in September 2004, and further information on this project is reported in the feature story on page 16.
Embedding Understanding of the Contribution of Culture  
Participation in a number of cross-government initiatives, including:  
  • Cultural Diplomacy Co-ordinating Group
  • Government Co-ordinating Group for Historic Heritage
  • Creative Industries Working Group
  • Sustainable Development Programme of Action Co-ordinating Group
  • The Ministry and MFAT jointly convened group meetings in July and October 2003.
