The Ministry for Culture and Heritage’s overall role is to help make New Zealand culture visible and accessible.
It is responsible for giving the government advice on cultural matters. It provides and manages cultural resources on behalf of government for the benefit of all New Zealanders; funding a range of cultural organisations and directly delivering a number of quality cultural experiences to New Zealanders.

New Public Lending Right scheme
The Minister for Arts, Culture and Heritage has announced stand alone legislation to be developed, establishing a Public Lending Right for New Zealand authors, and replacing the Authors’ Fund. Creative New Zealand received an additional $500,000 per annum in the 2008 Budget for the Authors’ Fund, which it will continue to administer until the new Public Lending Right scheme is operational. NZ Screen Production Incentive Fund
As announced as part of the 2008 Budget, a new government incentive scheme for New Zealand film and television production is to be established from 1 July 2008, the New Zealand Screen Production Incentive Fund (SPIF). The full SPIF criteria including a Significant New Zealand Content Test will need to be approved by government in late June 2008. The Ministry is seeking feedback on the detailed draft SPIF criteria by 5pm, Friday 6 June 2008. See more information about the SPIF here. See also a related media release.

Outcome of public consultation process for Digital Broadcasting review of Regulation
In late January 2008, the Minister of Broadcasting and the Minister for Communications and Information Technology released two discussion papers as part of the government’s digital broadcasting review of regulation. Public consultation on these papers has now been completed. See related papers here.

Copyright (Artists’ Resale Right) Amendment Bill
In May 2008 the government introduced the Copyright (Artists’ Resale Right) Amendment Bill. This Bill amends the Copyright Act 1994 to insert a new, stand-alone part to establish a resale right for visual artists in New Zealand. Find out more about the about the Amendment Bill

Release of New Local Non-commercial Frequencies
There will be non-commercial FM Frequencies available in the following areas: Bay of Plenty, Rotorua, Gisborne, Napier/ Hastings, Taranaki, Wanganui, Wairarapa, Wellington, Nelson, Christchurch, Timaru, Dunedin, Queenstown and Invercargill. Find out more information, including how to apply here.
